Police allege he had a number of items stolen from the Skyway Animal Hospital.
On Jan. 4, police searched a Duke Street home and recovered more of the drugs.
Police charged one resident and are seeking an arrest warrant for a second person.
St. Catharines resident Danielle Jones, 23, is charged with possession of property obtained by crime over $5,000, possession of a controlled substance, and failure to comply with an officer in charge undertaking.
Robert Brown remains in custody following his Dec. 29 arrest and faces charges of possession of property obtained by crime over $5,000 and possession of a controlled substance.
